Hi Michael,
There are a few ways to accomplish that, but much of it is switch-dependent since different Cisco switches have different hardware-and-software capabilities. The first technology that comes to mind is Policing, I’d recommend looking at some of these courses we offer:

Quality Of Service
…and within those courses search for videos with “Policing” in the title.

There are also forms of queuing that allow you to limit egress port bandwidth. Here is an article that talks about that:
